GrondhervormingRestitusiewysigingswetsontwerpDie Restitusiewysigingswetsontwerp, wat die stuk wetgewing is wat die grondeiseproses weer gaan heropen, is op 27 Februarie deur die Nasionale Vergadering in die Parlement aanvaar. Die wetsontwerp moet nog goedgekeur word deur die Nasionale Raad op Provinsies. Die Raad op Provinsies beoog om dit teen 26 Maart te finaliseer, waarna die President dit moet teken en ‘n inwerkingstredingsdatum moet bepaal. Ingevolge die wetsontwerp sal eisers vanaf die datum van heropening tot 30 Junie 2019 weer kan eise instel. Lees meer |

Land reformThe costs of reopening the restitution of land rights lodgement periodOn the 19th of February 2014 the Department of Rural Development and Land Reform as well as the National Treasury reported to the Portfolio Committee on Rural Development and Land Reform on the expected costs of reopening the lodgement process. Both the Department and Treasury noted that additional funds will be needed not only for the new claims, but also to expand the Commission for the Restitution of Land Right’s capacity. Read more |

Natural resourcesPublic consultations on shale gasAgri SA noted that the Department of Mineral Resources (DMR) will conduct public consultations with communities as well as interested and affected parties on shale gas exploitation in the country’s semi-arid Karoo region. These public consultations stem from the Cabinet decision to approve the lifting of the moratorium on acceptance and processing of applications for shale gas exploration, which decision further directed the Minister of Mineral Resources to provide further details on the lifting of the moratorium to interested and effected parties. FinancesEmployment Tax Incentive ActThe Employment Tax Incentive Act came into operation on the 1st of January, 2014 and gives effect to the long anticipated youth wage subsidy. In effect, the Act allows a qualifying employer to realise a portion of the Pay-As-You-Earn (PAYE) tax that employers are obliged to withhold from their employee’s remuneration and pay over to SARS on behalf of those employees that qualify.Read more |

LabourAmendments to ESTAThe proposed amendments to the Extension of Security of Tenure Act (ESTA) are currently before NEDLAC. Annelize Crosby and Theo Boshoff form part of the team negotiating for Business in NEDLAC. The proposed amendments include the inclusion of certain new definitions, such as that of “family”, dependant” and “reside”. Provision is made in the Bill that occupiers will in future have the right not only to visit and maintain grave sites, but also to erect tombstones.Read more |

EkonomieEkonomiese oorsig van die Suid-Afrikaanse landbou vir 2013Die bruto-inkomste uit die verkoop van landbouprodukte vir die tydperk geëindig 31 Desember 2013 het nagenoeg R182 966 miljoen bedra wat ongeveer 9% of R14 482 miljoen meer as dié vorige jaar was. Die grootste toename in bruto-inkomste het by droëbone, sojabone, rooibostee en sybokhaar voorgekom en was onderskeidelik 45%, 54%, 34% en 44% hoër as in 2012. Lees meer |

Disaster assistanceFlood damage Western CapeReports of severe flood damage on 6 and 7 January 2014 were received, involving inter alia the districts Cape Wine lands, Central Karoo, Eden, Overberg, showing that according to assessment done by the Department of Water Affairs that it was no small event in comparison with the 1981 floods Very interesting, the calculation indicate that the flood in the Buffels River (at Floriskraal Dam) had a return period of between 1 in 100 and 1 in 200 years.
